HTS Pilot overview

What is HTS Pilot?

HTS Pilot is a cloud-based tariff classification tool that reads product descriptions and proposes declaration codes for the United States, European Union, and Vietnam — 10-digit HTS/HS codes for the US and EU, and 8-digit codes for Vietnam. For each classification, the tool returns up to 10 alternative codes, the reasons each was chosen or ruled out, the official sources consulted, and a confidence score. Product descriptions can be submitted individually or in bulk via Excel or CSV upload, and are accepted in English, Vietnamese, Japanese, or Korean, making the tool suited to international sourcing and import/export teams across trade and customs compliance, e-commerce, and freight and logistics industries.

The classification engine applies a legal rule engine that enforces heading notes and classification rules during the search — for example, distinguishing heading 9401 from 9403 — and prompts follow-up questions when a product description lacks facts required for a definitive result. Multi-component products and sets are flagged for human review rather than auto-decided. Every lookup stores the HTS version and effective date used, creating an audit trail for compliance review. Results are presented as suggestions for reference and are not official classification decisions.

HTS Pilot loads US tariff data directly from USITC and checks periodically for new releases. When a new USITC release is detected, the tool compares it against the previous version and raises SKU-level alerts for any affected products in a user's catalogue. Existing catalogue codes are validated and labelled as valid, not specific enough, expired, nonexistent, or changed, reducing the risk of submitting outdated codes on customs declarations.
