Our commitment
Independent research methodology
Our researchers use a mix of verified reviews, independent research, and objective methodologies to bring you selection and ranking information you can trust. While we may earn a referral fee when you visit a provider through our links or speak to an advisor, this has no influence on our research or methodology.
Verified user reviews
GetApp maintains a proprietary database of millions of in-depth, verified user reviews across thousands of products in hundreds of software categories. Our data scientists apply advanced modeling techniques to identify key insights about products based on those reviews. We may also share aggregated ratings and select excerpts from those reviews throughout our site.
Our human moderators verify that reviewers are real people and that reviews are authentic. They use leading tech to analyze text quality and to detect plagiarism and generative AI.
How GetApp ensures transparency
GetApp lists all providers across its website—not just those that pay us—so that users can make informed purchase decisions. GetApp is free for users. Software providers pay us for sponsored profiles to receive web traffic and sales opportunities. Sponsored profiles include a link-out icon that takes users to the provider’s website.

STATE3 overview
What is STATE3?
STATE3 is a web-based Organisational Technology Intelligence (OTI) platform designed for IT leadership at complex organisations, including local and central government, tertiary education, primary industries, and ports and logistics. It consolidates applications, infrastructure, business processes, ownership, vendors, contracts, and risk into a single underlying graph model. Rather than maintaining siloed spreadsheets, CMDBs, architecture diagrams, and risk registers, teams work from one live, continuously updated source of truth that spans on-premises, cloud, and hybrid environments.
STATE3 covers five integrated disciplines: IT Financial Management (ITFM), Application Portfolio Management (APM), Risk Management, Change Process Management, and IT Service Management (ITSM). ITFM tracks technology spend across licences, infrastructure, and vendor contracts, with financial forecasting, cashflow insights, and total cost of ownership by vendor. APM provides a comprehensive application inventory with integration and dependency mapping, application-to-business-capability mapping, and current-to-future-state modelling to surface redundant or underutilised applications. Risk Management attaches risks to any entity in the model, supported by a customisable risk matrix, treatment tracking, and a dashboard with 16 configurable widgets. Change Process Management traces ripple effects across 14 or more entity types before a change is approved, with configurable workflows, approvals, and stakeholder assignments. ITSM links business services to underlying applications and infrastructure through a single catalogue, with request handling for organisations without a dedicated service desk. Enterprise Architecture modelling is supported through ArchiMate, TOGAF, and Zachman frameworks, with target-state workspaces and infrastructure dependency diagrams.
Data ingestion in STATE3 uses scheduled connectors from source systems, bulk import, and direct editing. Automation does not overwrite human-edited fields, and provenance and confirmation timestamps are recorded per fact. AI assistants connect to the platform over the Model Context Protocol (MCP), an open standard, with confirmed integrations including Claude and Microsoft 365 Copilot. Queries are answered in plain English, grounded in the organisation's own data, and scoped to each querying user's existing permissions. Every discipline — ITFM, APM, Risk, Change, and ITSM — is queryable through MCP, keeping organisational knowledge governed and accessible without distributing copies of the model.
