I've used Delivra for 7 years by this point; their movement from the original HTML-based email coding to the current "air" model was an unexpected change, but once it was adopted, modular email design and customization became much faster.

Automated email blasts are available, but the customization in the method of how to determine which email comes next after a particular step in the process is a little lacking.
