BlocPay is a cloud-based platform designed to digitize the administration of homeowners associations (HOAs) and residential rental properties in Romania. Accessible via Android, iOS, and web, it serves HOA administrators, committee members, individual apartment owners, and property managers overseeing rental portfolios of any size.

For HOA management, BlocPay automates maintenance list calculation, collects payments via card (Stripe) or bank transfer, generates receipts, tracks water meter readings (apometru), and hosts a digital bulletin board (avizier) for resident announcements. Auditor reports are built in, and each association account is pre-populated with verified fiscal data sourced from ANAF and the Romanian Ministry of Finance upon claiming. There are no subscription fees or platform commissions charged to the association; card processing costs are covered by the association rather than passed to individual payers.

BlocPay also includes a dedicated rental management module, BlocPay Chirii, which handles contract management, rent collection, invoicing, and owner payouts.
